Chapter One General Principle
I. The provisional measures are stipulated for the purpose of developing the international education in the university and further standardizing the bachelor’s degree conferment on international students according to the Interim Measures on the Regulations on Academic Degrees of the People’s Republic of China, Provisional Measures for Degree Conferment on International Students in Chinese Higher Education Institutions by Academic Degrees Committee of the State Council and Regulations on Bachelor’s Degree Conferment in Dalian Polytechnic Univerity (DPU).
Chapter Two Bachelor Degree
II. Basic conditions for bachelor degree conferment：
1. Study and pass relevant courses according to the undergraduate cultivation programs including required courses, elective courses, and practice;
2. Meet the requirements of Chinese proficiency for bachelor's degree, as follows:
For international students of Chinese-medium instruction programs, meet the requirement of HSK5. For international students of English-medium instruction programs, meet the requirement of HSK4.
III. Bachelor’s degree cannot be conferred in any of the following situations:
1. Students are given penalties of two times of warning (including two times) or one time of demerit or above because of violating examination regulations;
2. Students are identified by the academic committee of the University as seriously violating the academic ethics.
IV. In case of any of the following circumstances, an application may be submitted to the university degree evaluation committee for make-up conferment of bachelor's degree, which shall be considered and approved by the university degree evaluation committee to obtain the qualification of bachelor's degree:
1. Students who don’t meet the requirements of graduation and are conferred the completion certificate and meet the requirements of graduation within one year after graduation can apply for the conferment of graduation diploma; if the students meet the requirements of bachelor’s degree conferment can apply for make-up conferment of bachelor degree to the university degree evaluation committee. With the approval of the university degree evaluation committee, students can have make-up conferment of bachelor’s degree;
2. International students who have been punished with probation or below may apply for a bachelor's degree if the penalty is removed after the University's study.
V. Examination and evaluation of bachelor's degree
1. The evaluation of bachelor's degree is conducted twice a year and organized by the School of International Education.
2. Undergraduate students of the year shall apply for the degree in person. The degree evaluation committee of each school conduct a thorough examination and offer opinions on whether the applicants are qualified for the conferment of bachelor’s degree to the School of International Education.
3. The condition of conferring bachelor’s degree and relevant materials recommended by the degree evaluation committee of each school shall be re-examined and reviewed by the School of International Education. The results shall be submitted to university degree evaluation committee by the School of International Education.
4. A meeting of the university degree evaluation committee shall be held. The School of International Education reports to the degree evaluation committee the examination and review results and the list of students who are qualified or unqualified for the conferment, answers the questions raised by the members of the committee, and determines the final conferment list of bachelor's degree after discussion by all members.
5. The School of International Education shall publish the evaluation results to the whole university in time, accept the supervision of teachers and students, and do a good job in issuing, filing and registering the bachelor's degree certificates of international students.
Chapter Three Master Degree
VI. Course requirements
Complete the courses specified in the training plan within the specified time limit, pass the grade and obtain the required credits.
VII. Academic level
1. International students studying for master degree of English-medium instruction programs shall reach HSK level 5. International students studying for master degree of Chinese-medium instruction programs shall reach HSK level 3;
2. Master the solid basic theory and systematic expertise of the discipline (field);
3. Have the ability to engage in scientific research or independently undertake specialized technical work;
4. Specific standards and requirements formulated by other degree evaluation sub committees according to the characteristics of disciplines (fields).
VIII. Dissertation requirements
1. Under the guidance of supervisors, International students shall finish dissertation independently and have a certain amount of work, and the working time of the dissertation shall not be less than one year;
2. The research topic should have certain theoretical value or reference value for economic and social development, and the conclusions or suggestions should have original opinions;
3. All the problems mentioned in the dissertation can reflect that the author has solid basic theory and systematic expertise, has mastered the research methods of this discipline (field) and has higher ability to solve practical problems.
IX. Defense and degree application qualification examination
The school where the master's student works regularly conducts the defense of master's degree and qualification examination of degree application every year. The master's degree students should submit the defense application to the supervisor in advance. After the supervisor's approval, the master's degree dissertation defense application and other materials should be submitted as required.
X. Review of master's dissertation
Two experts are invited to review the dissertation. Evaluation experts should have senior professional and technical positions in relevant disciplines (fields). If one reviewer's opinion is negative, the application for defense is invalid. The master student must carefully revise it according to the reviewer's opinion, and can apply again after half a year.
XI. Defense of master's dissertation
The defense is organized and held by the college and conducted according to the defense procedures. The decision on whether to pass the defense and whether to award the master's degree or not is made according to the level of the dissertation and the defense situation. For those who fail to pass the defense, they may, with the consent of the defense committee, revise their master's degree dissertation and make defense again.
XII. The academic degree evaluation sub committee shall conduct a comprehensive review on the political and ideological performance, course examination results and dissertation defense of those who have been awarded master's degree by the dissertation defense committee, and give corresponding opinions. After reexamination, the School of International Education shall determine the list of students who propose to confer master's degree and submit it to the University's degree evaluation committee for approval.
XIII. A meeting of the university degree evaluation committee shall be held to review the list of master degree conferring students proposed by the degree evaluation sub committee and vote by secret ballot. The meeting shall be attended by more than two-thirds (including two-thirds) of all members, and it shall be approved by more than half of all members participating in the meeting.
Chapter Four Doctorate Degree
XIV. Course requirements
Complete the courses specified in the training plan within the specified time limit, pass the exams and obtain the required credits.
XV. Academic level
1. International students of Chinese-medium Instruction doctoral degree programs should reach HSK level 5. International students of English-medium Instruction doctoral degree programs should reach HSK level 3;
2. Master the solid and broad basic theory and systematic and in-depth specialized knowledge of the subject;
3. Have the ability to engage in scientific research independently;
4. Specific standards and requirements formulated by other degree evaluation sub committees according to the characteristics of disciplines (fields).
XVI. Dissertation requirements
1. Under the guidance of supervisors, International students shall finish doctoral dissertation independently and have a certain amount of work, and the working time of the dissertation shall not be less than two-thirds of the total length of doctoral study;
2. The basic scientific arguments, conclusions and suggestions of a dissertation should be of theoretical value in academic research or practical value in economic and social development, and innovative achievements should be made in the subject field or special technology of the research subject.
XVII. Defense and degree application qualification examination
The school where the doctoral students work regularly conducts doctoral defense and degree application qualification examination every year. The doctoral students should submit the defense application to supervisor in advance. After the supervisor's approval, they should submit the dissertation, the doctoral dissertation defense application and other materials as required.
XVIII. Pre defense of doctoral dissertation
According to the submitted materials, the school where the doctoral students work will draw up the list of pre defense group, arrange members of the pre defense group to review the first draft of the dissertation, evaluate the dissertation and put forward suggestions for revision. After the pre oral defense is passed, the doctoral degree applicant must carefully revise the dissertation according to the suggestions of the members of the pre defense group. After the revised draft is confirmed by the leader of the pre defense group and the person in charge of the discipline, the application can be submitted to the experts outside the university for evaluation.
XIX. Review of doctoral dissertation
The academic degree evaluation sub committee of the school formulates specific requirements according to the characteristics of the discipline (field).
The academic degree evaluation sub committee of the school makes a decision on whether to approve the defense of the doctoral dissertation according to the application materials and the pre defense of the applicant. If it is necessary to amend, the defense shall be postponed. After the amendment, a new application for pre defense and review shall be made in accordance with Articles 18 and 19 of these rules.
XX. Doctoral dissertation defense
The defense meeting is organized and held by the college and conducted according to the defense procedures. The decision on whether to pass the defense and whether to award the doctoral degree or not is made according to the level of the dissertation and the defense situation. If the defense is not approved by the doctoral dissertation committee, it may be revised again.
XXI. The academic degree evaluation sub committee shall conduct a comprehensive review on the course examination results and dissertation defense of those who have been recommended by the dissertation defense committee and give corresponding opinions. After the School of International Education reconvenes, it shall determine the list of conferring doctor's degree and submit it to the university's degree evaluation committee for approval.
XXII. A meeting of the university degree evaluation committee shall be held to examine the list of doctoral candidates recommended by the degree evaluation sub committee and vote by secret ballot. The meeting shall be attended by more than two-thirds (including two-thirds) of all members, and it shall be approved by more than half of all members participating in the meeting.
XXIII. The rules shall be interpreted by the university degree evaluation committee and the School of International Education. Matters not covered herein shall be implemented in accordance with the relevant national management regulations of international students and other relevant regulations of university.
XXIV. These Rules shall be implemented as of the date of promulgation.
