2026 Liaoning Provincial Government Scholarship Program for International Students (PhD)
Admission Level: Doctoral Degree
Application Documents:
1. “Application Form for Liaoning Provincial Government Scholarship”(refer to Attachment 1);
2. Notarized Master degree. If the applicant is a current student, pre-graduation certificate issued by his institution can be submitted. For documents in languages other than Chinese, a notarized Chinese translation shall be attached.
3. Notarized complete academic trans cript of Master. For trans cripts in languages other than Chinese, a notarized Chinese translation shall be attached.
4. Study Plan or Research Proposal (approximately 1,000 words), to be written in Chinese or English;
5. Recommendation letters from two professors, written in Chinese or English;
6. “Foreigner Physical Examination Form”. This form is uniformly printed by China's health quarantine authorities and must be completed in English. Applicants shall strictly adhere to all items specified in the “Foreigner Physical Examination Form” during the examination. Forms lacking required items, without a personal photograph, without a seam seal on the photograph, or without signatures and seals from physicians and hospitals shall be invalid. Given that the examination results are valid for 6 months, applicants should schedule their physical examination accordingly.
7. Language Proficiency Certificate (IELTS, TOEFL, Chinese HSK score reports, etc.).
8. Other supporting documents (if applicable, please provide examples such as published papers, employment verification, award certificates, training certificates, etc.).
9. Scanned copies of the passport front page and one of the blank pages;
10. Certificate of no criminal record (issued within the past six months);
11. Proof of enrollment or employment (if applicable);
12. “Acceptance Letter from Graduate Supervisor of Dalian Polytechnic University” (refer to Attachment 2 if applicable).
The above materials must be submitted through our university's application system; no paper submissions are required.
Scholarship Coverage:
A full scholarship covering tuition fees, accommodation expenses, comprehensive medical insurance, and living costs. For specific funding standards and benefits, please refer to the Liaoning Provincial Government Scholarship Overview.
Duration and Teaching Language:
The financial support lasts 3 years for doctoral candidates, with instruction available in both Chinese and English.
Eligibility:
1. Non-Chinese citizens who are in good health;
2. Educational and Age Requirements:
Applicants must hold a master's degree or equivalent qualification with outstanding academic performance, be under 40 years of age, and have English as their native or official language; alternatively, they may submit English test scores (e.g., TOEFL/IELTS) or proof of previous English-taught education as evidence of language proficiency.

Applicants must log in to the Dalian Polytechnic University International Student Management System (https://dlpu.at0086.cn/StuApplication/Login.aspx) by June 15, 2026, to complete the application form and select the Liaoning Provincial Government Scholarship.
